Kerala is a state that has implemented decentralization of power in both word and spirit in accordance with the spirit of the 73rd Amendment, which gave constitutional status to the Panchayats. The Panchayat Raj Act and rules enacted by Kerala following the constitutional amendment are designed to stabilize decentralized governance and provide legal protection to the rights of citizens. The Gram Panchayats of Kerala, which are a model for the world in participatory planning and development, have been empowered with extensive powers and resources. The Gram Panchayats of Kerala have been able to serve as service providers and a driving force in the welfare, social security and development of the people. In a modern democratic society, the people aspire for an excellent, quality, accountable and transparent governance system. One of the important instruments to ensure such governance is the Citizens' Rights Document, which informs the people of our Gram Panchayat as per Section 272 (A) of the Kerala Panchayat Raj Act, 1994, about the services available to the people of our Gram Panchayat and the time limit for the provision of the provisions relating to them. The Citizens' Rights Document is a document that publishes information about the various types of services available to the citizens in each administrative institution in a determined manner, their provisions and the time limit for their provision. The aim is to ensure efficiency in the field of administration and provide services in accordance with the law and in a timely manner, thereby achieving social justice and transparency in administration. Only by ensuring transparency and efficiency in administration can the aspirations of the people be realized by the administrative systems. We humbly submit this Citizens' Rights Document, which we have prepared with the supreme truth that in a democratic system, the power lies with the people, seeking the support of all sections of the people.
